AREA OF SPECIALISATION:Labour Law, Administrative Law, Service Law, Law of torts, Legal education and Legal research, Consumer Laws, Right to Information and Governance Laws.

He has obtained his LL.M. Degree from the Jodhpur University in 1996, M.B.A (HR) from the National Institute of Personnel Management, Kolkata. He has been awarded his Ph.D. from Faculty of Law, M.S. University, Baroda, Gujarat, Topic for research Study“A critical study of comprehensive social security scheme pertaining to labourers in organised sector in India: Social, Economic & Legal perspective”.

He has also worked as An Honorary Lecturer at Faculty of Law M.S.U. Baroda, Editor at the Tax Publisher, Jodhpur and Assistant Professor (Law) at NLU, Jodhpur. He has been a Member of Research Board, Business Law (Hons.) Group, Legal Aid Committee, Course Co-ordinator and Member of Proctorial Board, during his stay at NLU, Jodhpur. He has been conferred, theUGC Research Award in Law in 2014.

He has also presentedSpecial lectures (75) on Labour Law, Administrative Law, RTI, Legal Research and Legal Education including Teaching-Learning Methodology, at BPST Lok Sabha, Parliament of India, NATRSS, Ministry of Labour, Govt of India, Haryana Institute of Public Administration, Govt of Haryana, UGC (ASC) Indore University, NLU Jodhpur, GNLU, IIFT New Delhi, VV Giri National Labour Institute, Indian Institute of Public Administration New Delhi, Divisional Training Centre, HIPA Haryana, etc. He is an External Expert on Moderation Boards of some Universities. He has also organised national and international conferences on issues related to transparency and accountability in governance. He has been teaching PG & UG students. Director, Centre for Transparency and Accountability in Governance, and also working in close coordination with the NCPRI, Commonwealth Human Rights Initiative, India and Transparency International India. He is working as Associate Professor (Law) at NLU, Delhi.

He has presented research papers on various issues in 35 National Seminars and 25 International Seminars. His book titled “The Comprehensive Social Security Scheme for Workers in India” has been published.50 Research Papers of Dr. Mann have been published in various International Law Journals and National Law Journals such as the Journal of Indian Law Institute, the SCC, Labour Law Journal, AIR, NALSAR Law Review, Bar Council of India, etc. He has been appointed as Question paper setter and Examiner by some national and State level educational institution including state judicial services, in NCR for Labour Law I and Labour- II, Law of Torts, and administrative law.
