根据《事业单位工作人员考核规定》《华南理工大学广州国际校区管理岗位人员聘用管理方案》等文件精神,结合广州国际校区(以下简称“校区”)建设实际,就校区2026年第一批管理岗位人员聘期考核工作事宜通知如下:
一、考核对象
校区各二级单位聘期即将期满的管理岗位人员(具体名单见附件1)
二、考核结果
聘期考核的结果分为合格、基本合格和不合格三个等次。
三、考核及续聘程序
(一)制定考核方案。二级单位成立考核工作组,由单位党政负责人、教职工代表、工会代表、相关单位代表等组成。考核工作组根据本通知确定合理评议方式,制定考核实施方案,在本单位公布并组织实施;考核组织实施前,考核方案需报广州国际校区人力资源与发展事务办公室(以下简称“人力资源办”)备案。
(二)二级单位下达个人考核要求。二级单位根据校区聘期考核通知,向考核对象下达书面考核要求,包括但不限于考核时间、考核形式、考核提交材料清单、相关考核规则等;由考核对象本人签收后二级单位备存。
(三)个人总结。考核对象根据聘期工作任务与岗位职责要求,总结个人聘期工作完成情况等,填写聘期考核表(附件2)提交所在单位考核工作小组。
(四)二级单位评议。各二级单位考核工作组根据各单位考核方案对参加考核人员进行评议,确定考核结果,并形成是否续聘现工作岗位的意见。
(五)公示考核结果。二级单位在本单位公示考核结果,无异议后将考核结果及续聘意见报人力资源办。
(六)人力资源办复核考核结果及续聘意见,报学校审定后反馈各二级单位。
四、工作时间安排
(一)5月12日前,各单位制定本单位的聘期考核方案,考核方案须在本单位范围内完成公示,公示期不少于3天,经公示无异议后,纸质版报送人力资源办备案(签字、盖章),电子版发送至联系邮箱。
(二)5月18日前,二级单位下达个人考核要求,考核对象完成个人总结,二级单位完成单位评议,考核结果在本单位范围内完成公示,公示期不少于3天。
(三)5月22日前,各单位提交已签名盖章的《聘期考核表》及《单位聘期考核工作报告》(包括但不限于考核工作组的组成、考核时间、考核形式、考核结果确定、是否续聘的意见、公示情况、公示异议及处理情况等;其中,聘期考核为“基本合格、不合格”等次或不续聘的,需附详细情况说明,相关结论须有考核对象亲笔签名的知情书)。
(四)6月上旬,人力资源办复核考核结果及是否续聘的意见,报学校审定;对于考核结果为合格且同意续聘的人员,发放续聘通知并安排签订聘用合同。
五、其他事项
(一)考核对象应对个人提交材料的真实性负责;考核工作中所涉及的有关单位和人员应当客观、负责地开展相关工作。
(二)考核工作中所涉及的相关工作人员,如存在与考核对象有利害关系的;与考核对象近亲属有利害关系的;其他可能影响公正履行职责的,应当回避。
(三)对在考核工作中存在徇私舞弊、打击报复、弄虚作假等行为的,依照有关规定予以严肃处理。

To All Relevant Units,
Pursuant to the Assessment Regulations for Public Institution Staff and Measures for the Employment of Management Staff at Guangzhou International Campus, South China University of Technology, and in conjunction with the practical development needs of Guangzhou International Campus (hereinafter referred to as the Campus), the First Round of 2026 Term Assessment for Management Staff of the Campus are hereby notified as follows:
I. Assessment Targets
Management staff in relevant secondary units of the Campus whose employment terms are approaching expiration (see Attachment 1 for the specific list).
II. Assessment Ratings
The outcomes of the term assessment are categorized into three levels: Satisfactory, Basically Satisfactory, and Unsatisfactory.
III. Assessment and Renewal Procedures
(I) Formulate Assessment Plan. Each secondary unit shall set up an assessment working group, composed of the unit's Party and administrative heads, faculty/staff representatives, union representatives, and representatives from relevant units. Based on this notice, the assessment working group shall determine appropriate evaluation methods, formulate a detailed assessment implementation plan, publicize it within the unit, and organize its implementation. Before implementation, the assessment plan must be submitted to the Office of Human Resources and Academic Planning Guangzhou International Campus (hereinafter referred to as HR Office) for record-keeping.
(II) Secondary Unit Issues Individual Assessment Requirements. The secondary unit shall issue written assessment requirements to the assessment targets. These requirements include, but are not limited to, the assessment timeline, format, list of required materials, and relevant assessment rules. The requirements should be signed for receipt by the assessment target and retained on file by the secondary unit.
(III) Personal Summary. The assessment targets shall summarize their work completion during the employment term against the job tasks and responsibilities, fill out the Term Assessment Form (Attachment 2), and submit it to the assessment working group of their unit.
(IV) Secondary Unit Evaluation. The assessment working group of each secondary unit shall evaluate the personnel undergoing assessment according to the unit's assessment plan, determine the assessment outcome, and form an opinion on whether to renew their employment in the current position.
(V) Publicize Assessment Results. The secondary unit shall publicize the assessment results within the unit. If there are no objections, the results and the renewal opinions shall be reported to the HR Office.
(VI) The HR Office shall review the assessment results and renewal opinions, submit them to the University for final approval, and then provide feedback to the respective secondary units.
IV. Timeline
(I) By May 12: Units shall formulate their term assessment plans. The plans must be publicized within the unit for a period of no less than 3 days. After publicization without objections, a signed and stamped paper copy shall be submitted to the HR Office for record-keeping, and an electronic copy shall be sent to the contact email.
(II) By May 18: Secondary units shall issue individual assessment requirements. Assessment targets shall complete their personal summaries. Secondary units shall complete the unit evaluation. Assessment results shall be publicized within the unit for a period of no less than 3 days.
(III) By May 22: Units shall submit the signed and stamped Term Assessment Form and the Unit Term Assessment Work Report including but not limited to: the composition of the assessment working group, assessment time, assessment format, determination of assessment results, opinions on renewal, publicization details, any objections raised during publicization and their handling; for those assessed as Basically Satisfactory or Unsatisfactory or not recommended for renewal, a detailed explanation must be attached, and relevant conclusions must include a signed acknowledgment from the assessment target.
(IV) Early June: The HR Office shall review the assessment results and renewal opinions and submit them to the University for review and final approval. For staff assessed as Satisfactory and approved for renewal, renewal notices will be issued, and arrangements will be made for signing employment contracts.
V. Other Notes
(I) Assessment targets are responsible for the authenticity of the materials they submit. All units and personnel involved in the assessment work shall carry out their duties objectively and responsibly.
(II) Personnel involved in the assessment work shall recuse themselves if they have a conflict of interest or a close relationship with the assessment target; or have other circumstances that may affect the impartial performance of duties.
(III) Any favoritism, fraud, retaliation, or falsification will be dealt with seriously according to relevant regulations.
