报告摘要：

    In this talk, we introduce quasi-cyclic codes of index 1.5, construct such codes interms of polynomials and matrices; and prove that the quasi-cyclic codes of index 1.5 are asymptotically good. Then we show that this class of codes is relevant to double circulant matrices.
