International Students' Dormitory Regulations of the School of International Education at SCUT
（2020年修订）

华南理工大学国际教育学院留学生宿舍是留学生在校期间学习、生活的重要场所，为加强对学生日常生活的管理和引导，把优质服务和严格管理结合起来，创造安全、文明、优雅的生活环境，特制定本规定。
The international students’ dormitory of SCUT serves as the center of international student life at SCUT. To better manage and guide students in their daily lives combine quality service with strict management and create a safe civilized and enjoyable living environment the school of international education has established these regulations
第一章 安全管理
ChapterⅠ: Regulations on Security
第一条 学生宿舍的来访时间为9:00-21:00，来访人员需在规定来访时间内，凭本人有效证件履行登记手续后方可进行探访。探访完毕，宿舍管理人员应在登记本上注明离开时间。若因公务等特殊情况进入学生宿舍，经宿舍管理人员同意并履行登记手续后方可进入。
Article 1: The visiting time for the student dormitory is from 9:00 am to 21:00 pm. Visitors must register with their valid certificates at the specified visiting time before they can visit. After the visit is completed, the dormitory manager should indicate the departure time on the registration book. If you enter the student dormitory due to special circumstances such as official duties, you can enter the dormitory with the consent of the dormitory manager and start the registration procedures.
第二条 学生应增加宿舍安全意识，提高自我防范及自我管理能力。严禁携带易燃、易爆、剧毒、放射性等威胁人身财产安全物品或淫秽、反动物品进入学生宿舍；禁止在宿舍楼内存放、使用刀身长度超过120mm、宽度超过25mm的刀具或其他易伤及他人的危险物品；禁止在宿舍内储藏或者使用危险品及违章电器，乱拉乱接电线、网线，私装空调；禁止在宿舍内使用明火，烧煮、烹饪；严禁破坏宿舍供电设施，盗用公用电源。
学生宿舍内的违章电器包括：
电取暖器、电热毯、电热棒、电络铁等易引起安全事故的电器；
1000W以上的大功率电器；
电炉、电磁炉、电水壶、电饭煲、微波炉、电火锅等电炊具以及烘干机、电冰箱；
无国家3C认证的电器；
电动车电池。
学生宿舍内私拉电线行为包括：
从固定插座以外的地方引出线路的（如排插串联）
从房间内固定插座引出线路至房间外的。
Article 2: Students should increase their dormitory safety awareness and improve self-prevention and self-management capabilities. It is strictly forbidden to bring flammable, explosive, highly toxic, radioactive and other threats to personal and property safety or obscene or reactionary products into the student dormitory; it is forbidden to store or use knives with a blade length of more than 120mm and a width of more than 25mm in the dormitory or other dangerous items that can easily hurt others in the dormitory building. It is forbidden to store or use dangerous goods and illegal electrical appliances in the dormitory, connect wires and network cables indiscriminately and install air conditioners privately; it is forbidden to use open flames and cooking in the dormitory; it is strictly forbidden to damage the dormitory's power supply facilities and embezzle public utilities power supply.
（一）The illegal electrical appliances in the student dormitory include:
Electric heaters, electric blankets, electric heating rods, electric winding irons and other electrical appliances that are likely to cause safety accidents;
High-power electrical appliances above 1000W;
Electric cookers such as electric stoves, induction cookers, electric kettles, rice cookers, microwave ovens, electric hot pots, dryers, and refrigerators;
Electrical appliances without national 3C certification;
Electric vehicle battery.
（二）Private pulling of wires in student dormitories includes:
Lead wires from places other than fixed sockets (such as power strips in series)
Lead the line from the fixed socket in the room to the outside of the room.
第三条 学生应共同维护宿舍内的消防安全设施，禁止挪用、损坏消防器材、堵塞消防通道。人为造成消防安全设施损坏的，除赔偿损失外，还要按消防管理规定处以罚款。
Article 3: Students should jointly maintain the fire safety facilities in the dormitory, and it is forbidden to misappropriate or damage firefighting equipment or block firefighting passages. In case of man-made damage to fire safety facilities, in addition to compensating for the loss, a fine shall be imposed by the fire control regulations.
第四条 学生宿舍出入口、走道、楼梯、天台门等公共区域必须保持畅通和空旷，不得停放车辆和堆放物品。宿舍管理人员须定期巡查，如发现异常情况要及时上报留学生管理办公室或保卫处。
Article 4: Public areas such as entrances and exits of student dormitories, walkways, stairs, rooftop doors, etc. must be kept unobstructed and open. Parking vehicles or piling goods in these areas is prohibited. The dormitory management personnel must conduct regular inspections, and report to the International Student Affairs Office or Security Office if any abnormalities are found.
第五条 宿舍管理人员因工作需要进入房间时学生应给予配合。若学生不在房间时，视乎当时情况的紧急程度，学院会安排相关的老师和宿舍工作人员一起进入房间进行相关工作。
Article 5: Students should cooperate when dormitory managers enter the room for work. If the student is not in the room, depending on the urgency of the situation at the time, the college will arrange for relevant teachers and dormitory staff to enter the room together to perform related work.
第二章 住宿管理
Chapter Ⅱ: Regulations on Living in the Dormitory
第六条 所有申请校内住宿的学生须按时交纳住宿费，由国际教育学院统一安排住宿；已安排校内住宿者，不得私自在校外租房住宿。
Article 6: All students who apply for on-campus accommodation must pay the accommodation fee on time, and the School of International Education will uniformly arrange accommodation; those who have already arranged on-campus accommodation are not allowed to rent accommodation outside the campus.
第七条 学历生须交满一年的住宿费；非学历生根据学习时间，交一年或半年的住宿费。未按时缴费的学生将不再提供住宿。
Article 7: Degree students must pay one year's accommodation fee; non-degree students such as language students and Foundation students must pay one year or half year's accommodation fee according to the length of study. Students who fail to pay on time will no longer provide accommodation.
第八条 原则上，以下类型的学生，学院将不提供校内住宿。
延期生
毕业生
在校表现差的学生（如违反宿舍规定，旷课严重，不服从学院安排等）
Article 8: In principle, the college will not provide accommodation for the following types of students.
(1) Deferred students (students who extend their period of study)
(2) Graduates.
(3) Students with poor performance at school (such as violation of dormitory regulations, severe absenteeism, disobedience to college arrangements, etc.)
第九条 校内住宿的学生必须服从管理人员的统一安排和调配，在指定的房间、床位住宿，不得私自调换和占用床位，禁止出租床位。如因特殊情况需调宿者，须写书面申请，报国际教育学院批准后方可调整。未经许可不得进入他人房间；不得私自搬换或多占家具设备；不得擅自改造和损坏宿舍的公共设施；不得自行油刷室内外墙壁；不得私自增添大件家具设备，占用他人的生活空间。
Article 9: Students who live on campus must obey the unified arrangements and deployment of management personnel, stay in designated rooms and beds, and cannot exchange or occupy beds without permission, and rent beds are prohibited. If you need to adjust accommodation due to special circumstances, you must write a written application and report to the School of International Education for approval before adjustment. Do not enter other people’s rooms without permission; do not change or occupy excessive furniture and equipment without permission; do not modify or damage the public facilities of the dormitory without permission; do not paint indoor and outdoor walls by yourself; do not add large pieces of furniture and equipment without permission, occupying the living space of others.
第十条 住宿学生不得将宿舍门禁卡转借他人，不得协助陌生人进入宿舍，对尾随跟入的陌生人有义务劝止；不得将宿舍钥匙转借他人，也不得私自换锁或者另外加门锁；离开宿舍时应当锁好门窗，妥善保管现金及贵重物品；禁止攀爬（阳台、窗）进入宿舍。
Article 10: Resident students are not allowed to lend the dormitory access card to others, or assist strangers in entering the dormitory, and are obliged to persuade strangers who follow in; they are not allowed to lend the dormitory keys to others, nor can they change the lock or add another door lock without permission; Doors and windows should be locked in the dormitory, cash and valuables should be properly kept when you are leaving; climbing (balconies, windows) to enter the dormitory is prohibited.
第十一条 未经国际教育学院同意，住宿学生不得留宿他人。
Article 11: Resident students are not allowed to have guests stay in their dormitory rooms without permission from the School of International Education.
第三章 秩序与卫生管理
Chapter Ⅲ: Regulations on Order and cleanliness
第十二条 学生因退学、转学、国（境）内外交流、休学、被开除学籍的必须办理退宿手续，被开除学籍者已交的住宿费一律不予退还。
Article 12: Students must go through the procedures for withdrawing from the dormitory due to withdrawal study, transfer, exchanges within or outside the country, suspension of school, or expulsion. The accommodation fee paid by expelled students will not be refunded.
第十三条 学生毕业离校时，从毕业之日起在规定时间内搬离学生宿舍，以免影响宿舍维修。如未经申请同意而继续滞留留学生宿舍或在宿舍内存放物品者，因宿舍清扫、维修等原因造成的一切损失由学生本人负责。个别毕业生因考试时间延后等特殊原因不能按规定时间离校的，须本人申请，经学院同意批准后另行安排临时住宿。
Article 13: When students leave school after graduation, they should move out of the student dormitory within the specified time from the day of graduation to avoid affecting the maintenance of the dormitory. If you continue to stay in the dormitory or store items in the dormitory without the consent of the application, all losses caused by the cleaning and maintenance of the dormitory shall be the responsibility of the student himself. Individual graduates who are unable to leave the school within the specified time due to the delay of the examination time and other special reasons must apply in person, and arrange for temporary accommodation after approval by the college.
第十四条 学生未及时缴费或者未向国际教育学院报告而擅自离校超过一个月，学校有权清理其宿舍床位。个人物品代为保管一个月，超过一个月不领取，学校有权处理。
Article 14: If a student leaves the school for more than one month without paying the fee in time or reporting to the School of International Education, the school has the right to clean up the dormitory beds. The personal belongings will be kept for one month, and the school has the right to deal with it if it is not collected for more than one month.
第十五条 学生应严格遵守作息制度，自觉按时熄灯就寝。宿舍关闭大门的时间为23:00，学生应于宿舍关门前回到宿舍，因特殊原因不能及时回宿舍者，必须凭有效证件及相关证明材料登记后方能进入。对晚归者，学院会视其情节做相应处理。学生离开学校探亲访友，要在离校前告知同学、老师或宿舍管理人员，并按时返回学校。
Article 15: Students should strictly observe the work and rest system and consciously turn off the lights and go to bed on time. The door to the dormitory is closed at 23:00 pm. Students should return to the dormitory before the dormitory closes. Those who cannot return to the dormitory in time due to special reasons must register with valid certificates and relevant certification materials before entering. For those who return late, the college will deal with the situation accordingly. Students who leave school to visit relatives and friends must inform classmates, teachers, or dormitory managers before leaving school, and return to school on time.
第十六条 严禁在宿舍内打麻将、赌博、酗酒、吸烟、抽水烟、吸毒、偷窃、打架斗殴；禁止在宿舍内饲养猫、狗、鼠、兔、蜥蜴等宠物，禁止携带动物进入宿舍。
Article 16: It is strictly forbidden to play mahjong, gambling, alcoholism, smoking, hookah smoking, drug use, theft, and fights in the dormitory; pets such as cats, dogs, rats, rabbits, lizards are prohibited to be kept in the dormitory, and animals are forbidden to enter the dormitory.
第十七条 宿舍须保持安静，禁止在宿舍内滋扰他人正常学习、生活。
Article 17: The dormitory must be quiet, and it is forbidden to disturb the normal study and life of others in the dormitory.
第十八条 禁止在学生宿舍内从事各类宗教迷信活动；禁止在学生宿舍内进行推销、派传单等商业活动；禁止传销行为。
Article 18: It is forbidden to engage in various religious superstition activities in student dormitories; it is forbidden to conduct commercial activities such as sales promotion and Send the leaflet in student dormitories pyramid selling is prohibited.
第十九条 加强宿舍设施管理，宿舍设施损坏可在值班室登记报修，一般正常损坏由后勤处（五山校区）或大学城校区管委会办公室（大学城校区）安排维修（空调和热水系统由专业公司维修），因使用不当造成门窗、家具、照明及卫生设施等公用设施损坏者，必须赔偿全部损失。对于故意损坏宿舍涉事者，当事人必须赔偿全部损失，同时给予纪律处分。
Article 19: Strengthen the management of dormitory facilities. Damaged dormitory facilities can be registered in the duty room for repairs. Normally, the logistics department (Wushan campus) or the University Town Campus Management Committee Office (University Town Campus) will arrange maintenance (air-conditioning and hot water systems should be repaired by a professional company), those who damage doors, windows, furniture, lighting and sanitation facilities due to improper use must compensate for all losses. For those involved in deliberately damaging the dormitory, the party concerned must compensate for all losses and give disciplinary sanctions at the same time.
第二十条 严禁在房间内做饭，一经发现，没收做饭工具并取消住宿资格。如有因做饭而导致的墙体发霉等问题，还需加以赔偿。
Article 20: It is strictly forbidden to cook in the room. Once discovered, the cooking tools shall be confiscated and the accommodation qualification shall be canceled. If there are problems such as mold on the wall caused by cooking, compensation will also be required.
第二十一条 学生应共同维护宿舍公共环境卫生，主动参加宿舍公益劳动。保持冲凉房、厕所设施的完善和下水道畅通；禁止乱贴、乱写、乱倒、乱丢、乱吐。
Article 21: Students should jointly maintain the public sanitation of the dormitory and take the initiative to participate in dormitory public welfare labor. Keep the shower room and toilet facilities complete and the sewers unblocked; random posting, writing, falling, throwing, and vomiting are prohibited.
第二十二条 学生要搞好宿舍内务卫生，养成良好的卫生习惯。垃圾清扫后倒入垃圾桶内，保持室内及门前走廊的清洁卫生。
Article 22: Students must do a good job in dormitory housekeeping and develop good hygiene habits. After cleaning the garbage, pour it into the trash can to keep the room and the corridor in front of it clean and hygienic.
第二十三条 严禁在宿舍内私自装修，破坏、改变房屋结构和功能；禁止拆卸宿舍设施（家具、电器）并将其移出宿舍的行为。
Article 23: It is forbidden to decorate privately in the dormitory to destroy or change the structure and function of the house; the prohibition of dismantling the dormitory facilities (furniture, electrical appliances) and moving them out of the dormitory.
第二十四条为防止宿舍内墙体发霉，严禁张贴海报，墙纸等行为。
Article 24: To prevent mold on the walls of the dormitory, it is strictly forbidden to post posters, wallpapers, etc.
第二十五条 宿舍活动室是学生自习，开会的场所，禁止在活动室饮食，抽烟。
Article 25: The dormitory activity room is a place for students to study and hold meetings. It is forbidden to eat, drink, and smoke in the activity room.
第四章 附则
Chapter Ⅳ: Supplementary Comments
第二十六条 本规定自2020年9月1日起实施，此前与本规定不一致的，以本规定为准。
Article 26: This regulation shall be implemented from September 1, 2020. If it is inconsistent with this regulation before, this regulation shall prevail.
第二十七条 凡违反规定者，按照《华南理工大学学生学生违纪处分规定》给予纪律处分，如造成公共财务或他人人身财产损失者，还须赔偿全部损失。
Article 27: Anyone who violates the regulations shall be given disciplinary sanctions by the "Rules on the Discipline of Students at South China University of Technology". Anyone who causes damage to public finances or the personal property of others must also be compensated for all losses.
第二十八条 对本规定中未涉及的影响宿舍文明建设和正常安全、秩序的其他现象，按学校有关规定进行处理。学生在宿舍的表现与学生各类测评相挂钩。
Article 28: Other phenomena that affect the civilized construction and normal safety and order of dormitories not covered by these regulations shall be dealt with by the relevant regulations of the school. The performance of students in the dormitory is linked to various student assessments.
第二十九条 本规定由国际教育学院负责解释和监督执行。
Article 29:The right of administering and interpreting the details of these regulations belong to the School of International Education.
