Based on the comprehensive and in-depth researches on domestic garbage legislation, to strengthen the management of rural household wastes, promote the construction of the beautiful livable countryside, combining with the problems  demanding prompt solution and the long-term goals of rural living garbage management in Heyuan city, our project team have compiled a draft regulation to set the responsibilities and obligations for each step of rural household garbage management, and further clarified the behavioral norm and legal responsibilities in the whole processes of management. The promulgation and implementation of this regulation stated that the management of rural household garbage in Heyuan city entered a new stage, and ensured that the rural household garbage management  follow the laws.
