Operation Management Regulation

The lab is relying on SCUT, owing relativelyindependent staffing and financial rights, setting up the academic committeeand management organization. “Open, Flow, Cooperation, Competition” is therunning manage principle of the lab. The lab active implements the principleand give a full play to the guidance and supervision role of the academiccommittee, directed by the director, to become a cradle of innovation thought andtalent cultivation with outstanding achievements.

1. There is 1 director and 2 deputy directorsin the lab. The director is responsible for the management and development planningof the lab; one deputy director of research is in charge of scientific researchproject management, and the other deputy director is responsible for the dailywork and assists the director to work.

2. The academic committee of the lab iscomposed by well-known experts domestic and overseas to guide the importantexperiment and research, review open fund project, put forward suggestion forthe scientific study direction establishment and adjustment and supervise thelab management and operation.

3. There is 1 secretary assisting in the daily work oflaboratory.

4. Scientific research group is composed by permanentstaff and flow of staff. Principal investigator has a full right to recruit researchmember openly, according to the scientific project.

5. The laboratory expenditure is charged bythe lab director. Project research funds are managed by each principalinvestigator. Earmark a fund for its specified purpose only.

6. The open fund of the lab is formulated andstrictly implemented "Open fund interim measures of key laboratory of autonomoussystem and network control of the ministry of education,” etc.

7. The research achievements contained papers,software, databases, monograph and patents. These have to mark the names of thelab:

Applications of the patent, transferring technicalachievements shall be dealt with in accordance with the relevant provisions ofthe state. The papers and books, which refer to the lab research andachievements, have to mark the lab name. Even if reward declaration, it must bedealt with according to the state rules.
