PhD Students from SCUT School of Public Administration Attend the 11th Chinese Public Administration Academic Annual Conference

From November 1 to 2, 2025, the 11th Chinese Public Administration Academic Annual Conference (2025) was held in Dalian, Liaoning Province. With the theme of Public Services and High-Quality Urban Development & Seminar on Studying the Spirit of the Central Urban Work Conference, the conference was hosted by the Public Administration Professional Committee of the Chinese Society of Administrative Modernization and organized by Dalian University of Technology. More than 300 experts and scholars from over 60 universities and research institutions across China, including Tsinghua University and South China University of Technology, attended the conference.

The annual conference set up 26 sub-forums, where participants conducted extensive discussions on hot topics in the field of public administration such as urban-rural integrated development, large language model-enabled intelligent urban governance, and digital transformation and intelligent governance.

Xiao Hongbo (2022 PhD candidate), Ren Zhuoyu (2024 PhD candidate) and Chen Lin (2024 PhD candidate) from South China University of Technology were invited to attend the conference. Xiao Hongbo delivered a special report entitled US Technology Blockade, Chain Break Risk and Industrial Chain Resilience – On the Chain-Strengthening Role of New Quality Productive Forces at the sub-forum of Science and Technology Policy and Technology Governance. Focusing on the U.S. Section 301 Investigation report, this study constructs a theoretical analysis framework to depict the mechanism of U.S. technology blockade affecting the risk of industrial and supply chain breaks and industrial chain resilience in China.

Ren Zhuoyu delivered a report entitled Research on Innovative Paths for the Development of Humanities and Social Sciences in Science and Engineering Universities – A Case Study of Seven Universities from the Perspective of Structural Functionalism at the sub-forum of Social Governance and Innovation. Through case analysis, this study systematically explores the structural models and functional positioning of the development of humanities and social sciences in world-class science and engineering universities, and puts forward concepts and practical paths for the development of humanities and social sciences in science and engineering universities.

Chen Lin shared an academic paper entitled Adaptive Strategies for Grassroots Food Safety Supervision – An Empirical Analysis Based on Town A at the sub-forum of Social Governance and Innovation. Through empirical analysis, this study systematically explores the typology of government food safety supervision tools and their contextual adaptation process.

  The successful holding of this annual conference not only deepened the theories of public services and high-quality urban development, but also laid a solid foundation for the 12th Chinese Public Administration Academic Annual Conference to be held at South China University of Technology in 2026.
