On December 9, 2023, Professor Shi Qingjun from Central University of Finance and Economics addressed teachers and students from the School of Public Administration with the lecture entitled “The Basic Logic of Fiscal Expenditure Policy Evaluation from the Perspective of Configuration”.
In the lecture, Professor Shi first introduced the basic background, nature and types of fiscal expenditure policy evaluation, and then elaborated the conceptual logic, policy logic, causal logic and evidence-based logic of fiscal expenditure policy evaluation from the perspective of configuration. He pointed out that the evaluation of fiscal expenditure policy is a complex process, which needs to consider multiple factors and multiple dimensions. At the same time, most evaluators still understand the performance evaluation of fiscal expenditure policy vaguely. He stressed that the evaluation of fiscal expenditure policies should highlight the effectiveness and satisfaction evaluation orientation, strengthen the causal tracking analysis of policy evaluation, and strengthen the feedback and application of evaluation results. In addition, he also shared his latest progress and results in fiscal policy research, allowing students to have a deeper understanding of the frontier dynamics in the field of fiscal policy.
This lecture not only allowed teachers and students to have a deeper understanding of the evaluation of financial expenditure policies, but also provided an opportunity for face-to-face communication with well-known scholars. After listening to Professor Shi's wonderful explanation, the students benefited a lot and became more interested in the research and application of fiscal policy and government performance evaluation.
