SPA Academic Workshop - Lecture 90: The Future Trend of Public Institutions Reform

On December 25th, 2020, SPA-SCUT held the 90th Academic Workshop online successfully via the Tencent Meeting platform. Prof. Shi Congmei, professor and doctoral supervisor of Soochow University, delivered a keynote speech on The Future Trend of Public Institutions Reform”.

Established by the government with state-owned assets, public institutions are social organizations engaged in service of education, science and technology, culture, health, and other aspects. Prof. Shi discussed the reform of public institutions from four aspects: the overview of public institutions, the origin and logic of the reform, difficulties of the reform, and the future trend. According to Prof. Shi, public institutions came from the planned economy and solved “market failure” and “government failure” problems. On that basis, He further clarified the logic of the reform and explained the process in detail. Then he put forward four possible solutions, namely setting up special administrative agencies, non-profit organizations, social enterprises, and “mixed ownership” public institutions.

During the Q&A session, students asked questions actively, and Prof. Shi answered with patience. Through this workshop, students learned more about the reform of public institutions. Their interests were provoked and their academic horizon was broadened through Prof. Shi’s enlightening speech.
