On the morning of July 10 in the No.5 building, MS. Willima. B. Liebman, the Former Chairman of the National Labor Relation Committee of the USA, presented an academic report that themed the development of labor legislation and employment of the USA, with faculty members and students of the School of Public Administration attended. 
Wilma. B. Liebman is a senior expert of labor relation issues in the USA, who is also a part-time professor in a number of leading universities, including Cornell University, Rutgers University, New York University etc. In the speech, Ms. Wilma. B. Liebman first reviewed the history and development of labor legislation in the USA. She pointed out that after the World War II, The legal rights of American workers have been guaranteed by the state system, and areas such as collective bargaining have made significant progress since then. She also introduced the important role of American Labor Union in labor protection. Finally, with the example of Uber, Ms. Wilma. B. Liebman discussed the challenge for this new form of economy. As an emerging way of employment, shared economy increased uncertainties about labor rights protection. However, technology has greatly changed the traditional patterns of labor employment. Job outsourcing, informal employment, flexible employment and so on become new measures of reducing labor costs.
