【Basic Information】
The E-Government Laboratory is designed to cultivate students' innovation and practical operational capability in public administration decision-making and application of information technology through theoretical learning and practical training.
The laboratory covers an area of nearly 90 square meters and owns around more than 50 pieces of equipment and e-government integrated simulation software. The lab can be available for 40 students at the same time. The total assets of the lab is about one million yuan.
【Team Development】
There are 8 staffs in the lab, including 5 administrators and e-government researchers, 1 lab manager and 1 student management staff. Among them, 3 are associate professors and the other 5 are lecturers or associate instructor; 5 of them own PhD degree and 3 have Master degree. Overall, there are 8 staffs whose academic rank are above master's degree or who are titled with senior professional title.
【Scientific Research】
We have applied for a number of Natural Science Funds, Social Science Fund projects and the provincial and ministerial research funds in aspects of e-government research and also published over 100 research articles. Main research areas are as follows:
1. E-government Theory Research
This research interest refers to the research on the theory of government management consulting and planning, and e-government system's theoretical support, along with the research on the issues as follows: information management of the government, functional and institutional optimization, public policy, government's comprehensive e-government systems;
2. Research on Decision-making Process Simulation and Government Process Re-form
This research area focuses on how the government or other organizations conduct scientific decision-making and realize transformation of government functions in the information age. It also undertakes related experiment and research on decision-making simulation and Government process re-make simulation.
3. The Government Performance Assessment research
From the aspects of economic performance, social performance and political performance, we carry out research on the performances of all levels of departments in government and other organizations, aiming at developing the performance appraisal integrated system of the targeted departments.
4. Research on the Auxiliary Decision-Support System
With the government section e-government systems (such as the government management information system, government emergency response decision- support system, social security e-government system, flood geographic information system, etc.) as the basis, especially focusing on the senior leadership decision-making system, our work covers the development and research on the GIS application, Public Policy Simulation, land resources management, government crisis decision-making and leadership decision-support system.
【Student Cultivation】
This lab plans to accept a total of above 200 students (of which about 100 undergraduates and 100 postgraduates), mainly carrying out teaching on e-government system operation, government's role modeling, simulation of management decision-making in public areas.
1. Cultivation of Basic Knowledge and Theory
Through practicing, operating and training of E-government integrated software system, we aims at further deepening students’ understanding of the basic theory and knowledge about administrative management, systematically upgrading their understanding of the government structure, functions of the system and mode of operation, familiarizing them with duties, contents and working procedures of key public administration sectors including organizational and personnel departments, policy research departments, financial, municipal and other sectors, making them understand modern administration and decision-making, policy analysis theory and methods.
2. Cultivation of Practical Ability
Students are trained to have a command of the theory, techniques and methods of E-government and office automation, with the abilities of operating the management information system and E-government system, as well as the capacity to initially design, apply and develop system.
3. Cultivation of creative thinking ability
Through participation in case studies, research projects and other means of research, students are trained to develop their innovative thinking ability in the means of carrying out projects such as government functions restructuring, work process reengineering, public decision-making process simulation and so forth, with the aim of enhancing students' ability of problem solving and analyzing, and social adaptability.
【Experiments】
1. Experiment on E-government Application System
Through taking part in the experiment and training of E-government system integration platform and the sector business operational platform softwares, students are trained to master the basic theory and knowledge of E-government systems, understanding the essence of E-government and enhancing system application and management capabilities.
2. Integrated experiment
Integrated experiment includes experiments of role simulation and decision-making simulation.
Experiments of role simulation: through doing experiments of role simulation, students will get familiar with the job contents, models and features of public affairs management departments, including the government's functions, organizational structure, work processes, function orientation and collaborative work, etc.;
Experiments of the decision-making simulation: through simulating the administration decision-making process, students will understand modern administration and decision-making, policy analysis theory and methodology.
3. Designed Experiment
With the system source code and user requirement documents, designed experiments are used to achieve the self-defined grouping sub-modules including government websites management system and decision-support system. By doing so, student will learn more about system development, decision-making process and decision support system.
