Professor Julianne was born and raised in Salt Lake City, Utah, and attended the University of Utah. After graduation, she worked in Washington D.C. and then lived in Norway for almost a year. She has served on community boards for the YWCA, KUED, the University of Utah's television and radio stations, Intermountain Health Care Women's Center and the Utah State Parents Teachers Association. Following her public service, she taught in TITLE One, mostly lower income, elementary schools concentrating on “Newcomer” students that were immigrants and refugees. While teaching, she obtained a Master's in Urban Education and English as a Second Language. She also began teaching the BYU Teaching English Language Learning program to Salt Lake City School District teachers. She retired from teaching just before going to China for the first time in 2010.
