报告题目：ORVR and Evaporative Controls for Guangzhou（广州市车载油气回收系统推广及机动车VOC蒸发排放控制建议）

ORVR（Onboard Refueling VaporRecovery，车载油气回收系统）是一种车辆排放控制系统，它能够收集加油以及停放过程中从油箱中挥发出来的燃油蒸气。ORVR被设计固定在油箱和发动机之间。当汽车加油或停放时，油箱中的燃油蒸气会被一个具有吸附作用的碳罐吸收。当发动机开始运转，碳罐中的油气就会进入发动机进气管，从而作为燃料被使用。

ORVR是美国EPA在1994年推出以作为二级油气回收系统的一种替代选择。2006年12月12日，美国国家环境保护局(EPA)提出要在ORVR得到广泛应用的地区取消加油站第二阶段油气回收系统，并将在20年内逐步取消第二阶段油气回收而在机动车上安装ORVR系统。EPA在经过2012年1月4日、2012年2月3日、2012年6月的三次征求意见之后，已从2013年6月30日开始逐步取消第二阶段油气回收的强制实施。

1996年以来，MichaelTschantz博士一直在MeadWestvaco公司有机碳排放控制和监管技术部工作。除了推广活性炭在汽车污染物排放控制的应用，Michael还与美国环保署以及加州空气资源委员会合作，协助进行以削减美国汽车、海上船舶、小型发动机设备和加油站VOC排放为目的的法规制定。Michael目前是欧盟委员会的欧6标准工作组挥发污染物排放成员，担任制造商排放控制协会执行委员会委员，以及美国化学工程学院（AICHE）区域总裁。Michael现在正与中国、日本、韩国等国家的环保机构合作解决当地的问题。Michael开发了昼夜、挥发排放清单模型，目前已与清华大学、美国田纳西大学合作编制了中国机动车蒸发排放有机污染物清单。Michael拥有多项专利，并研发了多种挥发污染物控制产品得到了市场化应用。Michael在美国田纳西大学获得的化学工程博士学位。

Dr. Michael Tschantzhas been with MeadWestvaco Corporation since 1996 and handles regulatory and technicalaffairs for the Carbon Technologies Department. In addition to working on the application of activated carbon on automobiles,Michael has worked with the US EPA and California Air Resources Board to continuestrengthening US evaporative regulations to reduce VOC emissions from automobiles,marine craft, small engine equipment, and gas stations. Michael currently serves on the European Commission'sEuro 6 working group for evaporative emissions, has an appointment on the executivecommittee of the Manufacturers of Emissions Controls Association (MECA), and ispresident of the Low Country section of AIChE (American Institute of Chemical Engineering). Michael is now working with national environmentalagencies in Japan, South Korea, and China to address local issues. Michael has developed a diurnal and evaporativeemissions inventory model and has worked with Tsinghua University and the Universityof Tennessee in developing an inventory for China. Michael has been awarded several patents and hasdeveloped a number of marketed products in the area of evaporative controls. Michael holds a PhD in chemical engineering fromthe University of Tennessee.
