Implementation background of provincial and ministerial co-construction of Collaborative Innovation Center

In 2018, in order to continuously promote collaborative innovation in Colleges and universities, the Ministry of Education launched the joint construction of collaborative innovation centers (hereinafter referred to as centers) by provinces and ministries. The centre is run in batches and has a four-year cycle. In principle, it is organized once a year to identify the first batch of centres, with the contribution of solving major needs as the criterion.

In April this year, the General Office of the Ministry of Education issued a circular requiring local governments to select the best recommendation from provincial collaborative innovation centers that have been recognized and have been in operation for more than two years, in light of the overall planning and future support capacity of local provincial collaborative innovation centers and the effectiveness of provincial collaborative innovation centers. No more than one recommendation can be made from above. Around December 6, the General Office of the Ministry of Education issued a circular announcing the list of the first batch of centers.

According to the recommendation situation, on the basis of coordinating industry demand, regional layout and double first-class construction, expert consultation and demonstration were organized, and 59 provinces and ministries were identified to build collaborative innovation centers. The construction period of these centers is from 2019 to 2022, supported by provinces and ministries. The Ministry of Education requests that all localities should increase the amount of financial support for the final identified centers within the construction cycle of the centers, and grant special financial support for four consecutive years. The Ministry of Education will give priority and overall support to the center in the aspects of prosperity plan, scientific research project organization, scientific research base construction and enrollment plan.
