On April 2, 2019, the "Spatial Development and Governance" Academic Forum was successfully held in the Auditorium of the Red Building of the School of Architecture, South China University of Technology. This forum issponsored by School of Architecture of South China University of Technology and the State Key Laboratory of Subtropical Building Science and co-sponsored by the Guangzhou Urban Planning Association. Several guests were invited as forum speakers, including Prof. Vincent Nadin from School of Architecture, Delft University of Technology, Prof. Chaolin GU,from department of Urban Planning of School of Architecture, Tsinghua University, Prof. Shiwen SUNfrom School of Architecture and Urban Planning, Tongji University, and Mr. Jixian WANG,the research director at the greater bay area Hong Kong center, Mr. Xiangming MA, the chief planner at Guangdong Urban and Rural Planning and Design Institute, Prof. Lixun LI from School of Geography and Planning, Sun Yat-Sen University, Prof. Jianyun ZHOU and Prof. Shifu WANG from School of Architecture, South China University of Technology.

At the same time, several guests were invited to attend the roundtable forum, including Mr. An PAN, President of Guangzhou Urban Planning Association, Prof. Suhong ZHOUfrom School of Geography and Planning, Sun Yat-Sen University, Prof. Xiaochun YANG from School of Architecture and Urban Planning, Shenzhen University ,Mr. Yan LUO, chief planner of China Urban Planning and Design Shenzhen, Mr. Xiaoyi MA, vice president of Guangzhou Transport Planning Research Institute, Mr. Donghua HE, deputy chief planner of Guangzhou Urban Planning Survey and Design Institute, and Mr. Jinqing CHEN, deputy chief engineer of Zhuhai Insitute of Urban Planning and Design.

The theme of the forum this year is "integration and construction of spatial planning in the bay area", which aims to jointly explore the practical experience and inspiration of European spatial planning under cross-border cooperation, the build vision of spatial planning system in the bay area, the collaborative development mode and space governance system of cross-border regions, and the innovation path of cooperation system and mechanism.

Keynote speech(part I)

At 9 o'clock in the morning, the forum hosted by Mr.AnPAN,thepresident of Guangzhou City Planning Association,officially began. Prof. Yimin SUN,dean of School of Architecture,South China University of Technology, delivered a speech and expressed warm welcome to the guests. He introduced the development background of the college's planning discipline and the active exploration of discipline construction under the transformation of thenational management system. At the same time, he emphasized the importance of open academic discussion in the moment.

Prof. Vincent Nadin delivered a keynote speechentitled ”European Spatial Cooperation and Governance. He pointed out that EU promoted thespatial integrativedevelopment ofEurope by establishing unified markets and funding cross-border projects. He also pointed out the complexity and existing problems of cross-regional coordination, and believed that common goals and plans, politic transparency and participation are the success factors of cross-border cooperation.

Prof. ChaolinGUdelivered a keynote speechentitled "German Regional Planningformulationinspiresthe Planning ofGuangdong-Hong Kong-Macao Greater Bay Area". He shared the main content of the German regional planning and planning procedures, and introduced the regional planning implementation path from three aspects:trade-offs, checks and balances. Theinspiration it brings to the planning of the Greater Bay Area is to build a space-balanced system,putgreen development as the largest common denominator andaim atbuilding a global urban area.

Prof. ShiwenSUN delivered a keynote speechentitledGovernance and Spatial Planning. He believes that the core foundation of spatial planning is themodernization and capacity building of national governance. Governance based on spatial planning needs to regard planning as a whole society. We must strengthen coordination within the government andguaranteethe operation ofall transmission mechanisms with corresponding systems, and emphasize the adaptability of planning.

Prof. JianyunZHOUgave a keynote speechentitled "The Goals, Functions and Structure of the Provincial Spatial Planning System." He pointed out that the essential feature of spatial planning is the planning coordination ofcross-territory and cross-sector. In other words, it is necessary to transform the coordinationofplanning of different departments into spatial dimensions.He also put forward the vision ofconstructing a provincial spatial planning monitoring network.

Roundtable forum (part I)

At 11:30, the roundtable forum was started by Mr. Yan LUO, chief planner of China Urban Planning and Design Shenzhen. Participants from government departments, universities and design institutes expressed their brilliant opinions.

President An PAN believed that planning is open and comprehensive, but the part of the planning results that the government needs should be integrated with different levels of planning.

Prof. Xiaochun YANG from Shenzhen University showedthat theurbanplanningsystem in Chinahas undergone a transformationfromurbanplanningto Urban-Rural Planningand then to Territorial spatial planning. Shesuggestedthat planning evaluation should be changed from self-internal evaluation to third-party evaluation, and a more open evaluation system should be established.

Mr. Donghua HE, deputy chief planner of Guangzhou Urban Planning Survey and Design Institute,showed that under the logic of the new governance system, theNational Land Spatial Planning should establish a wide-area dialogue platform between Macro-Governance and local development. TheNational Land Spatial Planning is a process of formulating a new " Multiple-Plan Integration ", that is, exploring the concept of "common governance” and “consensus".

Mr. Jingqing CHEN, deputy chief engineer of Zhuhai Insitute of Urban Planning and Design, believed that the core problem of planning is the way of using space, and the functional essence of urban space is the transition from single function to multifunctional composite. He showed that the scope of planning research has gone through a spiral evolution from material space to various fields and then back to material space. In this progress, how to realize the mutual promotion between National Land Planning and Urban planning is the key direction that should be explored in National Land Spatial Planning.

Mr. Xiaoyi MA, vice president of Guangzhou Transport Planning Research Institute, showed that planning formulation in the past embedded both rigidity and flexibility. However, as city develops, uncertain factors are gradually decreasing. Therefore, the newNational Land Spatial Planning should be based on rigidity, and at the same time, a precise implementation system should be developed and executed compulsorily. The difficulty of planning implementation due to the interest relationship between cities should be avoided.

Prof. Suhong ZHOU from School of Geography and Planning, Sun Yat-Sen University believed that spatial planning should pay attention to three aspects at the level of Guangdong-Hong Kong-Macao Greater Bay Area, including the stage, that is, thinking about how to smooth the boundary now; the combination of control and guidance, creating a follow-up mechanism for market and social in addition to administrative methods; interactivity, that is, creating a transparent and interactive information platform to enable a large number of market and service providers to achieve a win-winsituation.

Keynote speech(part)

At 14:00, the second half keynote speech began. Chief planner Mr. Xiangming MA delivered the keynote speech entitled "Trends and Challenges of the Greater Bay Area Under the Outline". He showed the development of pearl river delta with a lot of big data analysis and spatial analysis, and pointed out that status of "Guangdong" and "Hong Kong and Macao" has been changed, the greater bay area should pursue development by producing content, promoting innovation and enhancing cooperation between three regions. He also pointed out that the greater bay area will be a metropolitan area relying on rail transit network in the future.

Prof. Jixian WANG delivered a keynote speech entitled "Learning From Africa: The Integrative Development Of The Greater Bay Area Needs" KPI "”. He introduced the process of regional integration in Africa and the characteristics of the indicator system of regional integration in Africa in 2016. He introduced the long-term goals of Africa in the past 50 years, and proposed that the planning of the Guangdong-Hong Kong-Macao greater bay area needs to develop an suitable indicator system to dynamically monitor and supervise whether the development of the greater bay area is moving towards the predetermined goals.

Prof. Lixun LI gave a keynote speech entitled "Reconstruction of Regional Relations in the Guangdong-Hong Kong-Macao Greater Bay Area". He deeply analyzed the spatial integrity of the bay area, and believed that the expansion, deepening and improvement of Guangdong-Hong Kong-Macao cross-border cooperation are the core of the reconstruction of regional relations, and the future development of Guangdong-Hong Kong-Macao cooperation should be towards the integration of advantages, cooperation and joint creation.

Prof. Shifu WANG gave a keynote speech entitled “Thinking and Foresight Of the Transition from Delta to the Greater Bay Area”. He pointed out that the most prominent feature of the transition from pearl river delta to the Guangdong-Hong Kong-Macao greater bay area is that it has international relations between multiple centers and huge potential institutional potential energy. The key to its spatial response lies in how to release the institutional potential energy in an optimal way. Heput forward proposals from three aspectsto break through the natural boundary and enhance communication between two coasts by construction of regional transport; to use the border to extend the depth of the spaceto develop enclave cooperation to release potential energy separately.

At 16:00, the second half of the round table forum hosted by Prof. Jianyun ZHOU officially started.

The scene audience filling the roomwas still enthusiastic and eager to ask questions such as butt joint between planning and marketization, promotion of Guangzhou and Foshan status, how to give full play to Zhuhai’s advantages in the process of construction of greater bay area and how to make use of boundary potential energy from Macao, what precious opportunities and challenges on cultural prosperity, social governance and ecological livability will be brought by the construction of the Guangdong-Hong Kong-Macao greater bay area. The Guests began a new round of heated discussions. While responding to the audience's questions, the experts also expressed their own wonderful views and carried out in-depth communication and opinion collision. At 18, the forum ended with a round of applause
