On May 5, 2016, "Seminar on the renewal of land-use rights issues –dialogue between constitution law and civil law in theory and practice " was held in the Law School of South China University of Technology.

    The seminar focused ontherecent expiration issues of construction landuse right after 20-year leases in Wenzhou. Attendees deeply discussedthesystemofcompensateduseof citylandownedbythe State in China, which centeringin-depth on theissuesof how to understand automatic renewal, how to realize automatic renewal,and how to implement automatic renewal as well.
    Scholars analyzedtheexplanations aboutthelegislationoriginal intentionof “Article 10, Land in the cities is owned by the state” in Constitution of the People’s Republic of China, and exploreddeeply thesemanticmeaningsoftextsthrough “Article 149, The term of the right to use land for construction for dwelling houses shall be automatically renewed upon expiration” in Real Right Law of the People’s Republic of China. Finally, a variety of academic solutions proposed including free renewal, proper payment, and year after year payment.

    Well-known Professor Jia-qing Wu in constitution disciplines and well-known Professor Guozhen Liu in Civil law disciplines hosted the seminar in their respective disciplines.
