South China University of Technology (SCUT) is located in Guangzhou, a core city of the Guangdong-Hong Kong-Macao Greater Bay Area and a forefront of China's reform and opening-up. As a national key university directly under the Ministry of Education, its campuses include the Wushan Campus, University Town Campus, and Guangzhou International Campus. SCUT was honored as one of the inaugural winners of the National Civilized Campus award. The university's educational heritage is long and distinguished, traceable to the founding of Guangdong Provincial First A-Grade Industrial School in 1918. It was formally established during the national higher education restructuring in 1952, becoming one of China's four major engineering colleges. SCUT became a national key university in 1960, entered the 211 Project in 1995, joined the 985 Project in 2001, and was included in the Double First-Class Initiative as a Category A university in 2017. The Research Center for Indian Ocean Island Countries (RCIOIC) at SCUT was established in 2017 as a Ministry of Education approved and registered center for country and area studies. The center aims to serve major national strategic needs, fulfilling functions in academic research, advisory services, talent cultivation, and international exchange. It began enrolling master's students in country and area studies in 2018, and doctoral students and postdoctoral researchers in country and area studies in 2022.

Since its establishment, the center has secured over 50 research projects, including major projects of the National Social Science Fund, major research projects in philosophy and social sciences of the Ministry of Education, general projects of the National Social Science Fund, country and area studies projects of the Ministry of Education, and projects of the All-China Federation of Returned Overseas Chinese. The center has published over 50 papers in authoritative domestic and international journals such as SSCI and CSSCI, as well as numerous theoretical articles in significant newspapers like People's Daily and Guangming Daily. In 2020, the center was rated as a Type I Key Base by the Ministry of Education, entering the sequence of high-level country and area research units in Chinese universities.
