C.L.Philip Chen is the Chair Professor and Dean of the Collegeof Computer Science and Engineering, South China University of Technology.Prior to this, he was the Dean of Faculty of Science and Technology of theUniversity of Macau; Department of ECE department and Associate Dean of Collegeof Engineering, University of Texas, San Antonio, USA. He is a Fellow of IEEE,AAAS, IAPR, CAA, CAAI and HKIE; a member of Academia Europaea (AE), and amember of European Academy of Sciences and Arts (EASA), and a Foreign FullMember of Russian (Academician) Academy of Engineering (RAE). He has publishedmore than 1,000 papers in internationally renowned academic journals, includingover 700 articles in IEEE Transactions. His work has received multiple BestPaper Awards. To date, his publications have garnered over 72,000 citations onGoogle Scholar and over 55,000 citations in the Web of Science. Currently, 54of his papers are listed as highly cited papers (top 1%) in the Web of Science,including 4 designated as Hot Papers (top 0.1%). He holds 4 granted US patentsand over 30 Chinese invention patents, and has authored 2 academic monographs.

He received IEEE Norbert Wiener Award in 2018 for his contributionin systems and cybernetics, and machine learnings, and IEEE Joseph G. WohlOutstanding Career award, and Wu WenJun Outstanding Contribution award fromChinese AI Association, received, two times, best transactions paper award fromIEEE Transactions on Neural Networks and Learning Systems for his papers in2014 and 2018. He is a highly cited researcher by Clarivate Analytics from2018-2023. His current research interests include cybernetics, systems, andcomputational intelligence. In the list of the world's top 2% scientists (atotal of 200,000 scientists) released by Stanford University, he was includedin the Lifetime Science Impact Ranking (1960-2024) and the2024 year Science Impact Ranking  list; and ranked among the top#951 in the world in the 2024 Science Impact Rankings. He was awarded theNatural Science Award of the Chinese Society of Automation and the First Prizeof the Guangdong Science and Technology Progress Award

He was the Editor-in-Chief of the IEEE Transactions on Cybernetics(2020-2021), the Editor-in-Chief of the IEEE Transactions on Systems, Man, andCybernetics: Systems (2014-2019), and the President of IEEE Systems, Man, andCybernetics Society (2012-2013). He is a member of the Tau, Beta, Piengineering honor society, and Eta Kappa Nu honor society. He was a recipientof the 2016 Outstanding Electrical and Computer Engineers Award from his almamater, Purdue University (in 1988), after he graduated from the University ofMichigan at Ann Arbor, Ann Arbor, MI, USA in 1985.
