The Third Public Budget and Finance Workshop, hosted by the School of International Relations and Public Affairs of Fudan University, was successfully held in Shanghai on October 26, 2024. The theme of this conference was “Deepening the Reform of the Fiscal and Tax System”, aiming to deeply explore various issues related to public budgeting and fiscal management. Scholars from nineteen universities including Fudan University, Tsinghua University, Renmin University of China, University of International Business and Economics, Central University of Finance and Economics, Shanghai Jiao Tong University, Sun Yat-sen University, and South China University of Technology were invited to attend this conference.
Zeng Yan, a doctoral student from the School of Public Administration of South China University of Technology, presented the paper Market Competition, Contract Enforcement Supervision and the Performance of Public Service Outsourcing: An Empirical Analysis Based on the Sanitation Service Outsourcing in Shenzhen co-authored with her doctoral supervisor, Ye Tuo. The paper, based on the data of sanitation service outsourcing in Shenzhen from 2018 to 2022, empirically examined the impact of market competition, contract enforcement supervision, and their interaction on the performance of public service outsourcing, providing policy implications for optimizing the management model of public service outsourcing. Professor Gao Zhaoyu from University of International Business and Economics, the commentator of the paper, pointed out that the paper needs to integrate the research question and empirical analysis, solve the problem of the separation between empirical analysis and research questions, clarify the core causal mechanism, and further explore existing research in related fields. Doctoral student Zeng Yan responded to these issues and discussed the revision and improvement of the paper with the experts present.
