华南理工大学国际教育学院留学生违纪处分规定

第一条 为了建立和维护正常的教学、科研、生活秩序,优化育人环境,树立良好校风,提高教学质量,培养高素质的留学生,根据《华南理工大学学生违纪处分规定》等有关文件,结合国际教育学院实际情况,特制定本规定。

1. In order to maintain a pleasant teaching, research, and living environment, optimize learning, strengthen school spirit, improve the quality of teaching, and train high-quality international students, we have established these rules in accordance with documents including “Rules on the Discipline of Students at SCUT” as well as with the realities of international students on our campus.

 

第二条 留学生违反中国的政策、法律、法令和学校的规章制度,损害他人利益,侵犯他人权利,都视为违纪行为。对违纪者,视情节轻重,给予批评教育或纪律处分,触犯刑律的,送交司法部门处理。

纪律处分有如下五种:

(一)警告;

(二)严重警告;

(三)记过;

(四)留校察看(一般为期一年);

(五)开除学籍。

2. Violation of the policies, laws, and decrees of China or of the regulations of SCUT, harm towards the interests or wellbeing of others, and infringement of the rights of others are all considered breaches of discipline. Students will be counseled, reprimanded, or punished in accordance with the seriousness of the act. Those who commit criminal acts will be transferred to a court of law.

The school may take the following disciplinary measures:

a. Warning

b. Serious warning

c. Noting of breach of discipline on record

d. Suspension (typically one year)

e. Expulsion

 

第三条 有下列情形之一者,参照有关条款,加重一级处分:

(一)酗酒肇事者;

(二)不听从执勤人员劝阻继续哄闹者;

(三)属报复行为者;

(四)故意伤害证人者;

(五)违纪后认错态度差者;

(六)结伙作案者。

3. International students who violate rules in conjunction with the following conditions will be subject to a disciplinary measure one level more severe:

a. through drunken misconduct;

b. through flagrant disregard of the advice of supervising personnel;

c. through acts of vengeance;

d. when harm or damage caused was intentional;

e. when a poor attitude is maintained following the breach of discipline;

f. through gang-related activity.

 

第四条 同时违反多项规定者,分别裁定,按裁定的最高一级加重一级给予处分。

4. Students who have violated multiple rules simultaneously will be disciplined in a manner taking into account the sum of their actions. Due to the multiple infractions, such students can expect a disciplinary measure one level more severe than the final decided punishment.

 

第五条 屡次违纪者:

(一)受学校通报批评两次或国际教育学院通报批评三次者,给予警告或严重警告处分;

(二)受处分后仍有违纪被学校或国际教育学院通报批评者,每次加重一级处分;

(三)受处分累计达三次者,给予留校察看或开除学籍处分。

5. For students who are repeat offenders:

a. Those who have been reprimanded twice by the university or three times by the School of International Education will be given a warning or serious warning;

b. Those who have been given warnings and receive additional reprimands from the university or School of International Education will be given a punishment one level more severe for each additional infraction;

c. Those who have received an accumulated total of three levels of punishment will be suspended or expelled.

 

第六条 违纪者如能及时、主动、如实地向国际教育学院检讨所犯错误,可以减轻或免除其处分。

6. Students who have violated rules but then shown remorse for their errors in an honest and appropriate manner to the School of International Education may be considered for a reduction or exemption from punishment.

 

第七条 违纪者有检举他人违纪行为,或提供重要线索的,可以减轻或免除其处分。

7. Students who have violated rules but then cooperate in reporting or providing important information on other violators may be considered for a reduction or exemption from punishment.

 

第八条 受处分者当年奖学金的评审和其它活动的评优资格将重新评定;

8. Students who have violated rules will be subject to review and reassessment of any scholarships or other honors received.

 

第九条 破坏、损毁、污损公私财物,盗窃、诈骗、冒领公私财物,抢劫、抢夺公私财物,非法占有埋藏物、遗留物,或伤害他人身体者,应按规定如期赔偿或退还,如不按期赔偿或退还者,加重一级处分。

9. Students who participate in destruction, defacement or theft of public or private property, vandalism, fraud, deception, illegal possession of relics or other property, or harm to others should justly compensate for the wrongdoing in accordance with the rules or law, otherwise he/she will be subject to a disciplinary measure one level more severe.

 

第十条 违反中国法律、扰乱社会秩序、危害中国国家安全与统一者:

(一)非法集会、游行、示威、罢课等,对策划者、组织者给予开除学籍处分;对骨干分子,视情节轻重,给予留校察看或开除学籍处分;

(二)公开发表危害中国国家安全与统一的文章、演说、宣言、声明,经教育仍坚持不改者,给予开除学籍处分,经教育能较好改正者,可酌情减轻处分;

(三)制作、印刷、书写、张贴、散发有损安定团结的标语、传单、大小字报、图片等信息者,视情节轻重,给予严重警告直至开除学籍处分;

(四)制造或散布谣言煽动他人,制造混乱,视情节轻重,给予严重警告直至开除学籍处分。

10. For international students who break Chinese laws, cause public disturbances, and/or are considered a threat to China’s national security and social order:

a. Those who plot or organize unlawful assemblies, processions, demonstrations, or protests will be expelled, and participants in such events will be suspended or expelled, depending on the case.

b. Those who issue articles, speeches, declarations, or manifestos which are considered in disaccord with Chinese policy and do not reconcile for the action following counsel will be expelled. If a student is able to rectify such action, he/she will be considered for a lesser punishment.

c. Those who make, write, post, or distribute materials such as buttons, leaflets, posters, or pictures which go against Chinese interests will be given punishments ranging from serious warning to expulsion, depending on the case.

d. Those who formulate or spread hearsay which is considered a disturbance to social order will be given punishments ranging from serious warning to expulsion, depending on the case.

 

第十一条 触犯法律、法规,受到司法部门处罚者:

(一)凡是已经构成刑事犯罪者,一律给予开除学籍处分;

(二)被处以行政、治安拘留,拘留期在七天以下者,给予记过或留校察看处分;拘留期在七天(含七天)以上十五天以下者,给予留校察看或开除学籍处分;

(三)被处以治安警告者,给予记过或以上处分;

(四)被处以治安罚款者,视情节轻重,给予警告直至开除学籍处分。

11. For international students who break laws and face legal consequences:

a. Those convicted as being criminals will be expelled regardless of the case.

b. Those sentenced to be detained for less than seven days will have the action put on record or will be suspended, and those detained for seven to fifteen days will be suspended or expelled.

c. Those who receive warnings from legal authorities will have the action put on record or receive a more severe punishment.

d. Those who are fined will receive punishments ranging from warning to expulsion, depending on the case.

 

第十二条 泄露中国国家机密、学校科技成果或技术机密,视情节轻重,给予记过直至开除学籍处分。

12. Those who expose national secrets of China or classified scientific or technological information from SCUT will receive punishments ranging from having the action put on record to expulsion, depending on the case.

 

第十三条  组织、参加非法组织和活动:

(一)组织、成立、加入非法社会团体,从事非法活动,出版非法刊物,给予警告直至开除学籍处分;

(二)违反学生团体管理的有关规定,组织成立未经批准的学生团体并开展活动,出版刊物,或以合法学生团体的名义开展非法活动,或有违反学生团体管理规定并造成危害后果者,给予警告直至开除学籍处分;

(三)在学校组织或参加宗教活动,不听劝阻者,给予警告直至开除学籍处分;

(四)在学校组织或参加邪教迷信、非法传销活动者,给予警告直至开除学籍处分。

13. For students who organize or participate in illegal organizations or activities:

a. Those who organize, form, or join illegal social groups, get engaged in illegal activities, or publish illegal materials will be given punishments ranging from warning to expulsion.

b. Those who disobey the rules regarding formation of student groups, organize and take part in unauthorized student groups, publish illegal materials or carry out illegal activities in the name of legitimate student groups, or cause harm due to negligence of the rules regarding student groups will receive punishments ranging from warning to expulsion.

c. Those who organize or participate in religious propagation or other religious activities in disaccord with Chinese policy and do not cease after being reprimanded will receive punishments ranging from warning to expulsion.

d. Those who organize or participate in cults or illegal multi-level marketing schemes will receive punishments ranging from warning to expulsion.

 

第十四条  违反中国政府和学校计算机信息系统管理规定:

(一)未经允许,进入计算机信息网络或使用计算机信息网络资源者,视情节轻重,给予警告直至开除学籍处分;

(二)对计算机系统功能或存储、处理、传输的数据和应用程序进行删除、修改、添加、干扰者,视情节轻重,给予留校察看或开除学籍处分;

(三)故意制作、传播计算机病毒等破坏性程序,影响计算机系统正常运作者,视情节轻重,给予留校察看或开除学籍处分;

(四)滥用计算机网络资源,影响计算机系统正常运作,或侵犯他人的通讯自由、通讯秘密或其它合法权益者,视情节轻重,给予警告直至开除学籍处分;

(五)未经批准擅自连接计算机网络集线器、交换机、双头网络线,经教育仍不改者,给予警告直至留校察看处分;

(六)在计算机网络上散布谣言,煽动闹事,制造混乱,破坏正常的教学、生活秩序或传播淫秽资料者,视情节轻重,给予严重警告直至开除学籍处分;

(七)有其它违反中国政府和学校计算机网络管理规定行为者,视情节轻重,给予警告直至开除学籍处分。

14. For students who violate rules regarding computerized information systems of China or SCUT:

a. Those who enter computer networks or use network resources without permission will be given punishments ranging from warning to expulsion, depending on the case.

b. Those who delete, modify, append, or interfere with computer functions, stored, processed or transmitted computer data, or applied procedures will receive punishments ranging from warning to expulsion, depending on the case.

c. Those who intentionally produce and spread computer viruses to interfere with the normal functions of computers will be suspended or expelled, depending on the case.

d. Those who misuse computer networks in order to disturb the normal function of computers, invade the privacy of others, access restricted information, or otherwise behave deceitfully will be given a punishment ranging from warning to expulsion, depending on the case.

e. Those who manipulate modems, switches, or wires to obtain network connections without permission and do not resolve the problem after being reprimanded will receive punishments ranging from warning to suspension.

f. Those who transmit hearsay through computer networks considered to be a disturbance to the normal teaching or social order or send out spam or pornographic materials will be punished ranging from serious warning to expulsion, depending on the case.

g. Any other mismanagement of computers and/or their networks in violation with Chinese law or SCUT rules will be punished accordingly.

 

第十五条  敲诈、勒索公私财物者,视情节轻重,给予留校察看或开除学籍处分。

15. Students who extort private or public property will be suspended or expelled, depending on the case.

 

第十六条  盗窃、诈骗、冒领公私财物者,视情节轻重,给予警告直至留校察看处分;构成刑事犯罪的,给予开除学籍处分。

16. Students who participate in theft, fraud, or laying false claims to private or public property will be punished ranging from warning to suspension. If the actions constitute criminal offenses, they will be expelled.

 

第十七条  明知是赃款、赃物而参与分赃或予以窝藏、转移、购买、销售者,视情节轻重,给予警告直至留校察看处分;构成刑事犯罪的,给予开除学籍处分。

17. Students who knowingly participate in the sharing of profits of illicitly obtained money or goods or harbor, transfer, purchase, or sell such items will receive punishments ranging from warning to suspension. If the actions constitute criminal offenses, they will be expelled.

 

第十八条  走私、贩私者,视情节轻重,给予警告直至留校察看处分;构成刑事犯罪的,给予开除学籍处分。

18. Students involved in smuggling or trafficking goods will be punished ranging from warning to suspension, depending on the case. If the actions constitute criminal offenses, they will be expelled.

 

第十九条  将他人遗忘物、保管物或埋藏物非法据为己有者,视情节轻重,给予警告直至留校察看处分;构成刑事犯罪的,给予开除学籍处分。

19. Students who wrongfully possess items forgotten by others, taken from others, or which are considered cultural relics will receive punishments ranging from warning to suspension, depending on the case. If the actions constitute criminal offenses, they will be expelled.

 

第二十条  投放有毒、有害物质,或以其它方式蓄意伤害他人身体者,视其情节轻重,给予留校察看或开除学籍处分。

20. Students who deliberately harm others with toxic substances or other similar means will be suspended or expelled, depending on the case.

 

第二十一条  种植、制造、运输、买卖、吸食、注射毒品,或引诱、教唆、容留他人吸食、注射毒品者,给予开除学籍处分。

21. Students who grow, make, transport, sell, or use drugs or other illicit substances, or encourage others to use drugs, will be expelled.

 

第二十二条 危害公共安全,破坏、损毁公共交通标志、交通设施、电力燃气设备、安全设施或以其它危险方式破坏工厂、矿场、油田、水源、森林、农场、公共建筑物或其它公私财物者,视情节轻重,给予警告直至开除学籍处分。

22. Students who participate in the impairment of the public welfare through acts such as vandalism or damage to public traffic signs, transportation systems, electricity and gas mechanisms, or other public safety provisions, or by tampering with facilities in factories, mines, oil fields, bodies of water, forests, farms, public buildings, or other public or private properties will be punished ranging from warning to expulsion, depending on the case.

 

第二十三条  违反治安管理规定相关内容受到处罚,性质恶劣者,给予开除学籍处分。

23. Students who maintain a spiteful attitude after being punished for a breach of regulations will be expelled.

 

第二十四条  违反学校规定,影响学校教育教学秩序、生活秩序以及公共场所管理秩序,侵害其它个人、组织合法权益者:

(一)在学生宿舍、课室内及周围或公共场所哄闹,不听从劝阻者,给予警告直至留校察看处分;

(二)破坏学校公共设施,视其情节轻重,给予警告直至开除学籍处分;

(三)在留学生宿舍内留宿外来人员,经教育不改者,给予警告或严重警告处分;

(四)携带易燃、易爆、剧毒、放射等危险物品进入学生宿舍,或在学生宿舍使用煤气炉、违章电器以及生火、点蜡烛、燃烧物品者,视其情节轻重,给予警告或严重警告处分;造成火警、火灾或中毒、污染等后果者,给予记过直至开除学籍处分;

(五)未经批准,在学生宿舍乱拉乱接电线,经教育仍不改者,给予警告直至记过处分;造成火警、火灾者,给予留校察看或开除学籍处分;

(六)未经批准,在学生宿舍进行推销等商业活动,经教育仍不改者,给予警告直至留校察看处分;

(七)违反住宿管理规定,从事影响他人正常学习和休息的活动,经教育仍不改者,给予警告直至留校察看处分;

(八)晚归不听劝告、不服管理者,给予警告或严重警告处分;晚归爬墙爬窗进入学生宿舍,给予严重警告或记过处分;

(九)未经允许擅闯学生宿舍,不听劝阻者,给予警告或严重警告处分;

(十)已登记为校内住宿却擅自离校住宿者,给予警告或严重警告处分,坚持不改者,给予记过直至开除学籍处分;

(十一)违反交通管理条例的,视情节、后果轻重,给予严重警告直至开除学籍处分。

24. For students who disobey school regulations, disturb the public order in schools, residences, or public places, or infringe upon the rights of other individuals or groups:

a. Those who cause commotion or make trouble in dormitories, classrooms, or public areas and disregard the discouragement of others will receive punishments ranging from warning to suspension.

b. Those who damage public facilities in schools will receive punishments ranging from warning to expulsion, depending on the case.

c. Those who accommodate unauthorized persons in the dormitory and do not resolve the action after being reprimanded will be given a warning or serious warning.

d. Those who bring flammable, explosive, toxic, radioactive, or other dangerous items into the dormitory, use gas stoves or unapproved electrical devices in the dorm, or burn candles or other materials in the dorm will be given a warning or serious warning, depending on the case. Those who set off fire alarms, start fires, contaminate food or water supplies, or commit other such destructive acts will receive punishments ranging from noting the action on record to expulsion.

e. Those who reroute electrical wires without permission and do not resolve the problem after being reprimanded will receive punishments ranging from warning to noting the action on record. Those who set off fire alarms or start fires will be suspended or expelled.

f. Those involved in marketing or other commercial activities and do not resolve the problem after being reprimanded will be given punishments ranging from warning to suspension.

g. Those who disobey dormitory rules and engage in activities which interfere with the studies or rest of other students and do not resolve the problem after being reprimanded will be given punishments ranging from warning to suspension.

h. Those who disregard the instruction of supervising personnel regarding returning to the dormitory during late hours will receive a warning or serious warning. Those caught sneaking into the dormitory late at night will be given a serious warning or a notation of the act on record.

i. Those who improperly or forcibly enter the dormitory and disregard the discouragement of others in doing so will be given a warning or serious warning.

j. Those who are registered as living within the school but take up unauthorized residence outside the school will be given a warning or serious warning. If these warnings are disregarded, the students will receive punishments ranging from noting of the act on record to expulsion.

k. Those who disobey traffic laws will be given punishments ranging from serious warning to expulsion, depending on the case and the consequences of the infraction.

 

第二十五条  禁止任何形式的赌博行为,违者视情节轻重,给予记过直至开除学籍处分。

25. All forms of gambling-related activities are prohibited. Those who take part in gambling will be given punishments ranging from noting the act on record to expulsion, depending on the case.

 

第二十六条  学生在校内打麻将作赌博论处,视情节轻重,给予记过直至开除学籍处分。

26. Those who play mahjong will be considered the same as gambling and will be given punishments ranging from noting the act on record to expulsion, depending on the case.

 

第二十七条  打架斗殴者:

(一)肇事者(不守纪律、不听劝阻、用语言挑逗、用各种方式触及他人):

1.未动手打人,但造成打架后果者,给予警告或严重警告处分;

2.动手打人未致伤者,给予记过处分;

3.打人致轻微伤者,给予留校察看或开除学籍处分;

4.打人致重伤者,给予开除学籍处分;

5.对证人报复、威胁或殴打者,视情节轻重,给予留校察看或开除学籍处分;

6.因教师或工作人员批评而动手打人者,给予留校察看或开除学籍处分。

(二)策划者:

煽动策划他人打架者,视情节轻重,给予记过直至开除学籍处分。

(三)打架斗殴者

1.打人未致伤者,给予警告或严重警告处分;

2.打人致轻微伤或轻伤者,视情节轻重,给予记过直至开除学籍处分;

3.打人致重伤者,给予开除学籍处分;

4.聚众斗殴者,视情节轻重,给予留校察看或开除学籍处分。

(四)其它参与者:

以劝架为名,偏袒一方,促使斗殴事态扩大,产生后果者,给予严重警告直至留校察看处分;后果严重者,给予开除学籍处分。

(五)为他人提供凶器者:

1.未造成后果者,给予记过处分;

2.造成后果者,给予留校察看或开除学籍处分;

3.造成后果严重者,给予开除学籍处分;

(六)持械打人者,视造成后果程度,给予留校察看或开除学籍处分。

27. Regarding students who participate in quarrels or fights:

a. For those who instigate conflicts (i.e. disobey discipline, disregard discouragement, verbally assault others, or use other actions to incite conflict):

I. Those who instigate conflicts but take no action physically will be given a warning or serious warning.

II. Those who start fights but cause no bodily harm will have the act noted on record.

III. Those who start fights and cause minor bodily harm will be suspended or expelled.

IV. Those who start fights and cause major bodily harm will be expelled.

V. Those who threaten or harm witnesses of a conflict will be suspended or expelled, depending on the case.

VI. Those who carry out physical action on others due to a teacher’s or staff member’s admonishment will receive punishments ranging from noting the act on record to expulsion.

b. Those who plot or incite conflict among others will be given punishments ranging from noting the act on record to expulsion, depending on the case.

c. For those involved in fights:

I. Those who participate in fighting but cause no bodily harm will be given a warning or serious warning.

II. Those who participate in fighting and cause minor bodily harm will be given punishments ranging from noting the act on record to expulsion, depending on the case.

III. Those who participate in fighting and cause major bodily harm will be expelled.

IV. Those who participate in brawls will be suspended or expelled, depending on the case.     

d. Those who use bias in attempting to intervene with or stop a fight and as a result instigate further fighting or consequences will receive punishments ranging from serious warning to probation. If the consequences are serious, the students will be expelled.

e. For those who provide lethal weapons for others:

I. Those who provide weapons without consequences will have the act noted on record.

II. Those who provide weapons with consequences will be suspended or expelled.

III. Those who provide weapons with serious consequences will be expelled.

f. Those involved in armed fighting will be suspended or expelled, depending on the case.

 

第二十八条  故意为他人作伪证,或帮助违法违纪者毁灭证据,给调查制造困难,造成后果者,给予严重警告或记过处分;后果严重者,给予留校察看或开除学籍处分。

28. Those who falsify accounts of events or help destroy evidence such that it hinders investigation will be given punishments of serious warnings or noting of acts on record. If such actions result in serious consequences, students will be suspended or expelled.

 

第二十九条  以暴力、威胁、贿买等方式阻止证人作证或指使他人作伪证,给予警告直至记过处分,情节严重者,给予留校察看或开除学籍处分。

29. Those who threaten, bribe, or use violence as means to cause witnesses not to testify or to testify dishonestly will be given punishments ranging from warning to noting of the act on record. If such actions result in serious consequences, students will be suspended or expelled.

 

第三十条  明知是违法违纪行为或人员而知情不报,或包庇、提供隐藏场所、帮助隐藏财物,使事态扩大或给调查制造困难,造成后果者,给予警告或严重警告处分;后果严重者,给予留校察看或开除学籍处分。

30. Those who are aware of the improper behavior of others but lie, protect, or hide evidence on behalf of others such that it worsens a situation or hinders investigation will be given a warning or serious warning. If such actions result in serious consequences, students will be suspended or expelled.

 

第三十一条 捏造事实诬告、陷害、诽谤、侮辱他人者,视情节轻重,给予警告直至开除学籍处分。

31. Those who insult, slander, or fabricate false charges about others will receive punishments ranging from warning to expulsion, depending on the case.

 

第三十二条  剽窃、抄袭他人研究成果者,视情节轻重,给予记过直至开除学籍处分。

32. Those who plagiarize or copy the research or achievements of others will receive punishments ranging from noting of the act on record to expulsion, depending on the case.

 

第三十三条 违反实验、实习操作规程,给国家、学校财产造成较大损失者,给予警告直至开除学籍处分。

33. Those whose disregard of rules during experiments or practical’s results in the damage or loss of school or government property will receive punishments ranging from warning to expulsion.

 

第三十四条 涂改、撕毁正在发生效力的文告,视情节轻重,给予警告直至留校察看处分。

34. Those who alter or dispose of formal or important documents will be given punishments ranging from warning to suspension, depending on the case.

 

第三十五条   从事或者参与有损留学生形象、有违中国社会公德活动者:

(一)观看黄色、淫秽音像制品、书刊、网页者,给予警告直至留校察看处分;

(二)制作、复制、贩卖、传播淫秽书刊、影片、音像、图片或其它淫秽物品、禁读作品者,视情节轻重,给予留校察看或开除学籍处分;

(三)在校园公共场所,行为不得体、不文明,经教育不改,或造成恶劣影响者,给予警告直至留校察看处分。

(四)骚扰、调戏、侮辱妇女或有其它流氓行为活动者,给予记过直至开除学籍处分;

(五)非法同居或同宿者,视情节轻重,给予记过直至开除学籍处分;

(六)在集体宿舍留宿异性,或在异性集体宿舍留宿者,给予记过直至开除学籍处分;

(七)介绍或参与“三陪”活动,视其情节轻重,给予留校察看或开除学籍处分;

(八)嫖娼、卖淫或介绍、收容嫖娼、卖淫者,给予开除学籍处分;

(九)破坏他人婚姻、家庭或以恋爱为名玩弄异性者,给予开除学籍处分。

35. For those who engage in activities detrimental to the image of international students or in contradiction with the moral standards of China:

a. Those who view pornographic magazines, videos, websites, or other materials will receive punishments ranging from warning to suspension.

b. Those who make, reproduce, sell, or distribute pornographic pictures, magazines, videos, or other materials, or other similarly banned materials, will be given punishments of suspension or expulsion, depending on the case.

c. Those who behave inappropriately or indecently in public places on campus and continue after being reprimanded, or whose such behavior is deemed overtly distasteful, will receive punishments ranging from warning to suspension.

d. Those who harass, pester, or stalk females or perform similarly devious behavior towards others will be given punishments ranging from noting of the act on record to expulsion.

e. Those who cohabit or live with others in a manner deemed inappropriate will be given punishments ranging from noting the act on record to expulsion, depending on the case.

f. Those who allow members of the opposite sex to stay in their dorm room or those who stay in the dorm room of members of the opposite sex will receive punishments ranging from noting the act on record to expulsion.

g. Those who participate in escort partner services will be suspended or expelled, depending on the case.

h. Those who visit prostitutes, engage in prostitution, introduce prostitutes to others, or accommodate persons involved in prostitution will be expelled.

i. Those who interfere with others’ marriages and/or family matters or take part in adulterous relationships will be expelled.

 

第三十六条  考核作弊者,视其情节轻重,给予严重警告直至开除学籍处分。

36. Those who cheat during exams or assessments will receive punishments ranging from serious warning to expulsion, depending on the case.

 

第三十七条 毕业生逾期不离校,未经批准擅自留宿学生宿舍者,给予记过处分;在离校前有其它违纪行为者,参照有关条款,给予警告直至取消毕业生资格按退学处理。

37. Graduating students who do not leave as scheduled and continue to live in the dormitory will have the act noted on record. If prior rule violations exist, students will receive punishments ranging from warning to invalidation of their graduating status (regarded as having been dismissed from the university).

 

第三十八条  处分的解除与撤消:

(一)受留校察看处分后,经考察,确有显著进步者,可提前或按期解除其处分;

(二)受学校处分后,有进步表现突出者,可撤消其处分;

(三)处分解除或撤消决定,视其情况,在一定范围内通告。

38. Regarding the cancellation and repeal of punishment:

a. Students who have been suspended and make notable improvements may be considered for ending suspension early or on schedule.

b. Students who have made exceptional improvement after punishment may have their punishment repealed.

c. Decisions to cancel or repeal punishment will be handled by the appropriate persons.

 

第三十九条 处分的权限和审批程序:

(一)给予学生警告、严重警告、记过处分,一般由国际教育学院研究批准;给予学生留校查看及开除学籍处分由国际教育学院研究批准,并上报学校领导和国际交流与合作处审核;

(二)国际教育学院协同有关部门对留学生违纪的调查、审核,并提出处理意见;

(三)国际教育学院出具处分决定书,送交受处分学生本人,并告知学生可以提出申诉及申诉的期限;

(四)开除学籍的处分,由国际教育学院报请学校领导研究决定,并报广东省教育厅外事处和相关国家大使馆(领事馆);

(五)处分决定,视其情况,在一定范围内通告;

(六)处分材料归入国际教育学院文书档案和受处分学生本人档案。

39. The administration procedures and measures regarding punishments:

a. Warnings, serious warnings, and noting of infractions on record are handled and authorized by the School of International Education. Suspensions and expulsions are handled and authorized by the School of International Education and reported to university leaders and to the Department of International Exchange and Cooperation for review.

b. The School of International Education cooperates with relevant departments to investigate, review, and advise on infractions committed by international students.

c. The School of International Education makes the decisions regarding punishments and informs relevant students. It also informs students about options to appeal and related time limits.

d. Expulsion of international students is reported by the School of International Education to university leaders for review and approval. It is also reported to the Foreign Affairs Office of the Guangdong Province Department of Education and to relevant embassies or consulates.

e. Decisions regarding punishment will be handled by the appropriate persons.

f. Documents related to punishments will be kept on file in the School of International Education and with the individual records of punished students.

 

第四十条  本规定没有列举的违纪行为,而确需给予处分的,可参照以上条款,给予处分。

40. Actions which are deemed punishable but are not listed with these regulations will be handled as considered appropriate in conjunction with these given regulations.

 

第四十一条  本规定由国际教育学院负责解释和监督执行,自二OO六年九月一日起实施。

41. The right of administering and interpreting the details of these regulations belongs to the School of International Education. They are effective from 1st September 2006.
